Élie Tremblay advises and represents organizations facing complex issues in administrative law, governance, internal and regulatory investigations, and environmental law. She is known for her ability to intervene effectively in sensitive matters, where legal, regulatory, reputational, and media considerations are closely intertwined.

She has extensive experience conducting and supporting internal and regulatory investigations, particularly in matters involving governance issues, whistleblowers, or reputational risk. She is involved at every stage of these matters, from initial risk assessment through crisis management and the deployment of response strategies, taking into account both the legal requirements and the operational and reputational realities facing her clients.

Élie also practises administrative and environmental law, advising clients in both the private and public sectors on decisions, obligations, and regulatory issues that may affect their operations or environmental liability. She handles complex litigation, challenges to administrative decisions, and extraordinary remedies, and helps clients develop strategies tailored to their objectives, whether as plaintiff or defendant.

Her approach is marked by a strategic reading of the issues at hand, a strong sense of rigour, and the agility to navigate environments involving multiple stakeholders. A graduate with a bachelor’s degree in social work, Élie draws on her social intervention skills when managing sensitive matters and, where appropriate, pursuing solutions through alternative dispute prevention and resolution processes (DPR). This expertise is a major asset in sensitive and complex situations.

  • Represented and prepared witnesses in connection with the Commission of Inquiry into the management of the modernization of the information systems of the Société de l’assurance automobile du Québec’s (SAAQ), including supporting witnesses ahead of their appearances, analyzing the legal and reputational issues related to their testimony, and preparing them for the hearings.
  • Conducted an internal investigation into fraud following a complaint made by a whistleblower, including analyzing the allegations, gathering and reviewing the relevant evidence, and formulating recommendations for the organization.
  • Conducted an internal investigation and provided support in managing a crisis situation at a daycare center, including preparing and leading a meeting with parents, handling communications and follow-up with the relevant authorities, and assisting the client in implementing the investigation’s recommendations.
  • Represented the Inquiry Committee of the Canadian Judicial Council in its investigation into the conduct of a Superior Court judge.
  • Led a major investigation into the illegal disposal of contaminated soil.
  • Represented a plant in connection with environmental regulatory claims, including an injunction application and a class action lawsuit for neighbourhood disturbances brought by nearby residents.
  • Represented a real estate developer in a lawsuit brought by co-owners alleging that they were misled about the development project and claiming damages for loss of value of their units.
  • Advised witnesses during an investigation by the Canadian Competition Bureau.
  • Represented a multinational corporation in an unfair competition and defamation action against a competitor, including contesting an in camera order and a sealing order.
