
Jean-Benoît Pouliot

Jean-Benoît Pouliot is a partner in the Quebec City office of Langlois Lawyers. He specializes in administrative litigation and public law, particularly public procurement law and environmental law.
Before joining the firm, he was a researcher at the Quebec Court of Appeal and worked as a lawyer in the legal department of the Quebec Ministry of the Environment.
He is co-author of two books on optimum strategies for contracting by municipalities and by public bodies, respectively entitled “Contrats municipaux – Manuel sur les meilleures stratégies” (Wolters Kluwer, 2018) and “Contrats des organismes publics – Manuel sur les meilleures stratégies” (Wolters Kluwer, 2016). He is also the author of a book on the qualitative assessment of bids pursuant to calls for tenders, aimed at public bodies subject to the Act respecting Contracting by Public Bodies, entitled “Contrats des organismes publics – L’évaluation qualitative des offres” (CCH, 2013). He regularly provides professional training sessions in his areas of expertise.

Langlois Represents the Union des municipalités du Québec Before the Supreme Court of Canada
On February 20, 2019 Sébastien Laprise and Jean-Benoît Pouliot represented the Union des municipalités du Québec before the Supreme Court of Canada in the matter of Ville de Montréal v. Octane Stratégie inc. (file 38066), in which the UMQ is an intervenor.

Represented the City of Lac-Mégantic in contesting an injunction sought by a dissatisfied bidder
On May 27, 2016, Quebec Superior Court Justice Martin Bureau the dismissed a motion for a provisional injunction and a safeguard order seeking to suspend work on the reconstruction of the downtown core of the City of Lac-Mégantic.

Langlois Represents the Québec Bar Before the Supreme Court of Canada
On March 24, 2016, François LeBel and Jean-Benoît Pouliot appeared before the Supreme Court of Canada on behalf of the Barreau du Québec, which was acting as an intervenor in the matter of Lizotte v. Aviva Insurance Company of Canada.

The Firm Prevails Before the Administrative Justice Council
On September 25, 2015, the Conseil de la justice administrative (Administrative Justice Council) filed its investigation report in a case involving a complaint made by the Minister of Municipal Affairs and Land Occupancy against the President of the Régie du logement, Québec’s residential tenancy agency, an administrative tribunal.
