Sébastien Laprise and Jean-Benoît Pouliot Publish an Article Proposing a Quebec Code of Public Contract Rules

Sébastien Laprise and Jean-Benoit Pouliot have written an article entitled Plaidoyer pour un code québécois des contrats publics, a proposal for the codification of the rules governing public contracts in Quebec, which was published on the blog of Perspective, a webzine that publicizes the positions and accomplishments of Quebec’s consulting engineering firms, as well as the issues they face. 

In the article the authors propose that the rules specific to public contracts be consolidated in a single code. “A Quebec code for public contracts is all the more urgent given the recent adoption of Bill 108 and the establishment of the Autorité des marchés publics, which is responsible for monitoring public markets involving municipalities and other public bodies. The harmonization of the rules governing public contracts would definitely facilitate the accomplishment of the mission of this new entity, created in the public interest.”
