Interview - Québec justice institute launches citizen-led effort to improve access to justice

January 8th, 2026

Our colleague and senior counsel The Honourable François Rolland, founding member and vice-chair of the Québec Institute for Law and Justice Reform, recently spoke with CityNews Montréal about the États généraux, a groundbreaking initiative launched by the Institute aimed at improving access to justice in Québec.

Launched in November 2025, the two-year project puts citizens at the heart of reform discussions in civil and family justice, bringing them together with legal experts and community leaders to rethink and simplify Québec’s justice system.

As François explains in the interview, access to justice remains a major challenge: cost, complexity, delays, and lack of clarity continue to prevent many Québecers from effectively using a system that exists for them. The États généraux represents a meaningful step toward change by placing citizens at the heart of the reform process.
