New Obligations For Clients of Personnel Placement Agencies

On March 1, 2016, a number of new legislative provisions came into force regarding personnel placement agencies (a “PPA”). These changes were prompted by the targeting by the Agence du Revenu du Québec (“Revenu Québec”) of PPAs in order to curtail clandestine work and the failure of some PPAs to remit compulsory deductions at source (“DAS”) to the taxation authorities.

CCQ Offences For Failing to File Notices of Hiring Online: Two Employers Acquitted

Since 2013, Quebec’s construction commission, the Commission de la construction du Québec (CCQ), has require employers in the construction industry to use a web-based referral service called the “Carnet référence construction” to fulfill their manpower needs.
